Obama anuncia acciones para reducir violencia por armas de fuegoEl presidente Barack Obama firmó el miércoles 23 acciones ejecutivas para reducir la violencia armada, como parte de una obligación moral para confrontar un fenómeno que -dijo- está infringiendo muchas de las libertades de los estadunidenses.
A la vez demandó al Congreso renovar la prohibición sobre la venta de armas automáticas de asalto, así como hacer ilegal la venta de cargadores con capacidad superior a 10 balas, y llamó a los estadunidenses a presionar a los legisladores a actuar sin demora.
Acompañado por víctimas de tiroteos y por cuatro niños que le escribieron pidiéndole actuar tras la matanza de Newtown, en Connecticut, Obama ofreció utilizar todo el poder de su oficina.
“Nuestro primer trabajo como sociedad debe ser proteger a los niños. Esta es la forma cómo vamos a ser juzgados, y sus voces nos deben obligar a cambiar”, dijo.
Antes, el vicepresidente Joe Biden recordó que los hechos en la escuela primaria Sandy Hook, donde 20 niños y seis adultos fueron asesinados, “sacudieron la conciencia de la nación”.
“El mundo ha cambiando y demanda acción”, dijo Biden, quien encabezó el grupo de trabajo sobre violencia armada que le presentó a Obama las recomendaciones anunciadas este miércoles.
Obama dijo que aunque los hechos de Newtown marcaron un punto de quiebre en el debate nacional sobre las armas, la violencia armada constituye una incesante amenaza.
Recordó que desde los hechos de Sandy Hook un mes atrás, más de 900 estadunidenses han muerto o resultado heridos como consecuencia de heridas por armas de fuego.
El mandatario dijo que en adición a las medidas anunciadas este día en los próximos días pretende usar “cualquier poder de esta oficina para hacerlas realidad”.
“Si bien no existe una ley o leyes que puedan prevenir totalmente cada acto de violencia sin sentido, pero si hay algo que podamos hacer para reducir esta violencia, si hay aún una vida que podamos salvar, tenemos la obligación de intentarlo”, dijo.
Bajo las órdenes ejecutivas firmadas por Obama, el Centro de Control y Prevención de Enfermedades (CDC) conducirá un estudio sobre violencia armada y se fortalecerá el sistema de verificación de antecedentes de compradores de armas.
Igualmente, el gobierno dotará de más recursos a las escuelas para fortalecer sus sistemas de seguridad y para que profesionales de salud puedan reportar con más facilidad potenciales amenazas por parte de pacientes.
Obama dijo que estas acciones empero no podrán sustituir el trabajo del Congreso en este frente, por lo cual demandó a los legisladores a actuar sin demora y dejando de lado los intereses políticos.
Pidió la renovación de la ley que prohíbe la venta de armas automáticas de asalto, hacer obligatoria la verificación de antecedentes para todos los compradores de esos pertrechos, eliminando el vacío legal que permite que actualmente 40 por ciento de estas ventas no cumplan con este requerimiento.
Igualmente, demandó la confirmación del titular de la Oficina de Alcohol, Tabaco y Armas de Fuego (ATF), que ha permanecido acéfala durante los pasados seis años.
Obama insistió que las acciones no buscan socavar la segunda enmienda constitucional que consagra el derecho a la tenencia de armas, pero pretenden reducir el fenómeno de la violencia armada, algo que -dijo- es apoyado por la mayoría de los estadunidenses.
El mandatario reconoció que implementar estas reformas en el Congreso no será fácil, aún cuando se trata de acciones de sentido común, y por ello exhortó a los estadunidenses a hacer escuchar su voz en esta lucha.
“Pregunten a sus legisladores qué es más importante, hacer lo que puedan para tener una calificación A del cabildeo de las armas o darles a los padres de familia tranquilidad y paz cuando dejen a sus hijos en la escuela”, dijo.
El mandatario apuntó cómo recientes hechos de violencia armada han trastocado libertades de estadunidenses, desde la libertad de orar tras la matanza en un centro Sij en Wisconsin, hasta el derecho de reunión tras el asesinato de varias personas en un cine de Aurora, Colorado.
“Hagamos lo correcto por las víctimas de Sandy Hook, hagamos lo correcto por el país que tanto queremos”, exhortó.
